Effects of Wolf Mortality on Livestock Depredations

Abstract: Predator control and sport hunting are often used to reduce predator populations and livestock depredations, but the efficacy of lethal control has rarely been tested. We assessed the effects of wolf mortality on reducing livestock depredations in Idaho, Montana and Wyoming from 1987–2012 using a 25 year time series. The number of livestock depredated, livestock populations, wolf population estimates, number of breeding pairs, and wolves killed were calculated for the wolf-occupied area of each state for each year. The data were then analyzed using a negative binomial generalized linear model to test for the expected negative relationship between the number of livestock depredated in the current year and the number of wolves controlled the previous year. We found that the number of livestock depredated was positively associated with the number of livestock and the number of breeding pairs. However, we also found that the number of livestock depredated the following year was positively, not negatively, associated with the number of wolves killed the previous year. The odds of livestock depredations increased 4% for sheep and 5–6% for cattle with increased wolf control - up until wolf mortality exceeded the mean intrinsic growth rate of wolves at 25%. Possible reasons for the increased livestock depredations at #25% mortality may be compensatory increased breeding pairs and numbers of wolves following increased mortality. After mortality exceeded 25%, the total number of breeding pairs, wolves, and livestock depredations declined. However, mortality rates exceeding 25% are unsustainable over the long term. Lethal control of individual depredating wolves may sometimes necessary to stop depredations in the near-term, but we recommend that non-lethal alternatives also be considered.

Confirmed reports of cougar in Michigan, Minnesota, and Wisconsin have increased dramatically in frequency during the last five years, leading to speculation that cougars may re-establish in the Upper Great Lakes (UGL) region, USA. Recent work showed favorable cougar habitat in northeastern Minnesota, suggesting that the northern forested regions of Michigan and Wisconsin may have similar potential. Recolonization of cougars in the UGL states would have important
ecological, social, and political impacts that will require effective management. -

Effects of Remedial Sport Hunting on Cougar Complaints and Livestock Depredations

Abstract: "Remedial sport hunting of predators is often used to reduce predator populations and associated complaints and livestock depredations. We assessed the effects of remedial sport hunting on reducing cougar complaints and livestock depredations in Washington from 2005 to 2010 (6 years). The number of complaints, livestock depredations, cougars harvested, estimated cougar populations, human population and livestock populations were calculated for all 39 counties and 136 GMUs (game management units) in Washington. The data was then analyzed using a negative binomial generalized linear model to test for the expected negative relationship between the number of complaints and depredations in the current year with the number of cougars harvested the previous year. As expected, we found that complaints and depredations were positively associated with human population, livestock population, and cougar population. However, contrary to expectations we found that complaints and depredations were most strongly associated with cougars harvested the previous year. The odds of increased complaints and livestock depredations increased dramatically (36 to 240%) with increased cougar harvest. We suggest that increased young male immigration, social disruption of cougar populations, and associated changes in space use by cougars - caused by increased hunting resulted in the increased complaints and livestock depredations. Widespread indiscriminate hunting does not appear to be an effective preventative and remedial method for reducing predator complaints and livestock depredations."

Does Sex Matter? Temporal and Spatial Patterns of Cougar-Human Conflict in British Columbia

Abstract: "Wildlife-human conflicts occur wherever large carnivores overlap human inhabited areas. Conflict mitigation can be facilitated by understanding long-term dynamics and examining sex-structured conflict patterns. Predicting areas with high probability of conflict helps focus management strategies in order to proactively decrease carnivore mortality. We investigated the importance of cougar (Puma concolor) habitat, human landscape characteristics and the combination of habitat and human features on the temporal and spatial patterns of cougar-human conflicts in British Columbia. Conflicts (n = 1,727; 1978–2007) involved similar numbers of male and female cougars with conflict rate decreasing over the past decade. Conflicts were concentrated within the southern part of the province with the most conflicts per unit area occurring on Vancouver Island. For both sexes, the most supported spatial models for the most recent (1998–2007) conflicts contained both human and habitat variables. Conflicts were more likely to occur close to roads, at intermediate elevations and far from the northern edge of the cougar distribution range in British Columbia. Male cougar conflicts were more likely to occur in areas of intermediate human density. Unlike cougar conflicts in other regions, cattle density was not a significant predictor of conflict location. With human populations expanding, conflicts are expected to increase. Conservation tools, such as the maps predicting conflict hotspots from this study, can help focus management efforts to decrease carnivore-human conflict."

Confronting Uncertainty in Wildlife Management: Performance of Grizzly Bear Management

Abstract: Scientific management of wildlife requires confronting the complexities of natural and social systems. Uncertainty poses a central problem. Whereas the importance of considering uncertainty has been widely discussed, studies of the effects of unaddressed uncertainty on real management systems have been rare. We examined the effects of outcome uncertainty and components of biological uncertainty on hunt management performance, illustrated with grizzly bears (Ursus arctos horribilis) in British Columbia, Canada. We found that both forms of uncertainty can have serious impacts on management performance. Outcome uncertainty alone – discrepancy between expected and realized mortality levels – led to excess mortality in 19% of cases (population-years) examined. Accounting for uncertainty around estimated biological parameters (i.e., biological uncertainty) revealed that excess mortality might have occurred in up to 70% of cases. We offer a general method for identifying targets for exploited species that incorporates uncertainty and maintains the probability of exceeding mortality limits below specified thresholds. Setting targets in our focal system using this method at thresholds of 25% and 5% probability of overmortality would require average target mortality reductions of 47% and 81%, respectively. Application of our transparent and generalizable framework to this or other systems could improve management performance in the presence of uncertainty.
